Before you start planning, you need to set a few parameters: what are the acceptable response techniques we'll use? Which techniques will not be used? This applies to where work will be done, who will do it, supply chain support, etc.
In simple terms, your company can write down procedures. This can apply to business continuity plans, IT disaster recovery plans, crisis management plans, and emergency response plans.

Now that everything is in place, train people and exercise your plans. Simple.

You've done all of the heavy lifting, now its just a matter of keeping things current and making necessary adjustments to your plans, and keeping the stakeholders engaged.
